Hi LDK,
This mark that circles the disc, is it a mark on the disc surface? Or does it look more inthe disc surface?
If it is a mark actually on the disc surface, then a clean with isopropyl alcohol, which dries without leaving a residue and is sometimes called Isopropanol, can be used to get it off. Use a lint free soft cloth (I use a soft cotton handkerchief) and with an amount of alcohol, wipe outwards from the centre hole, in a straight line.
DO NOT USE TISSUES, OR PAPER KITCHEN-TOWELS as these are made from wood pulp and they WILL scratch it worse than it was.
The combination of the alcohol and the soft cloth, together with the centre-to-edge movement should get any surface marks off with no damage. Not sure what the legalities are for this in OZ, but here if you need to buy Isoprop alc, you need to get it from a pharmacy. If so, they may ask what you want it for, just tell it's for cleaning optical media.
As for a mark actually in the surface of the disc, well...I can offer no cheap or easy fix.
